The Software & Information Industry Association (SIIA) has expressed concerns to Governor Cox about Utah’s recently passed App Store Accountability Act (S.B. 142), warning that it may conflict with federal children’s privacy laws, particularly the Children’s Online Privacy Protection Act (COPPA). While supporting efforts to protect minors, SIIA highlights that the bill’s parental consent requirements could create duplicative burdens for parents and compliance challenges for businesses. Additionally, the inclusion of a private right of action introduces significant legal risks. SIIA urges the Governor’s Office to work with the legislature on refining the bill to better protect minors, reduce parental confusion, and streamline compliance for businesses.
